The initiative focuses on key areas including technology, application, industry, and ecosystem, with 10 specific measures aimed at fostering the growth of intelligent agent technology.
The measures target advancements in proxy-based artificial intelligence technology, support for innovation entities in implementing control layer engineering, and the development of high-value capability sharing platforms and intelligent agent skill markets. They also encourage the establishment of intelligent agent development platforms and software stores. In terms of technology leadership, Beijing aims to strengthen foundational model capabilities and solve underlying common technical challenges for intelligent agents.
On the application front, the policy accelerates the creation of native intelligent agent applications and benchmark scenario projects. It supports the development of artificial intelligence operating systems and the creation of scientific AI assistants and platforms capable of integrating information and building knowledge systems. The measures also look ahead to cultivating new forms of the intelligent economy, supporting emerging entrepreneurial models like the one-person company (OPC), and fostering new organizational models for enterprises in the intelligent era.
To create a world-class innovation ecosystem, the policy emphasizes enhancing governance capabilities for intelligent agents, further standardizing the industry's development, and developing security-focused large models.
