The Beijing Agricultural Products Circulation Association has announced the revocation of all "Beijing Agricultural Supply Base" designations, declaring that all related certificates and plaques are now null and void. This decision was made to comply with the "Management Measures for Social Organization Evaluation and Commendation Activities" jointly issued by the Central Social Work Department and the Ministry of Civil Affairs, effective August 1, 2026, which aims to standardize industry evaluation practices.
Following a comprehensive review, the association identified that its past collaborative efforts with local governments to establish these supply bases did not fully meet procedural and approval standards, conflicting with current regulations. To uphold industry rigor and protect stakeholder interests, the association's Party branch and management have decided to revoke all such designations. Per Article 18 of the management measures, social organizations are prohibited from conducting unauthorized naming activities targeting cities, counties, townships, or villages with titles like "Base" without approval.
The revocation applies to all "Beijing Agricultural Supply Base" qualifications, including issued certificates and plaques, which are immediately invalidated. Relevant entities must stop using these titles for promotion or commercial activities and properly dispose of related materials. The association will facilitate a smooth transition to ensure orderly compliance.
Importantly, this revocation does not reflect on the operational capabilities of the involved units. The association acknowledges that many have made significant contributions to agricultural supply, quality safety, and market circulation. The reform is intended to align with modern social organization management standards, steering industry evaluations toward a more regulated, fair, and scientific framework. Moving forward, the association will strictly adhere to policy requirements in conducting activities that provide positive incentives.
Public records indicate that the Beijing Agricultural Products Circulation Association was established in August 2009, funded by the Beijing Agricultural Products Central Wholesale Market Management Committee. It is a city-wide, industry-specific, non-profit social organization jointly initiated by agricultural production and circulation enterprises, buyers, trading markets, and agricultural cooperative organizations recommended by district and county agricultural committees.
Previously, the "Beijing Agricultural Supply Base" plaques were awarded in multiple provinces. In September 2023, the association's secretary-general, Chen Yazhong, led a delegation to Beihai City, Guangxi, to inspect agricultural development and awarded plaques to local enterprises like Beihai Daixieji Food Co., Ltd. and others, aiming to jointly build the "Beijing Agricultural Supply Base" brand and promote cross-regional industrial integration. In June 2024, Chen Yazhong visited Chaoyang City, Liaoning Province, to investigate agricultural processing enterprises, including a discussion with Chaoyang Agricultural Reclamation Group Co., Ltd. on leveraging agricultural advantages to enhance the supply chain, support Beijing's "vegetable basket" project, and foster income growth for farmers.
