Shandong has clarified that grid-connected offshore new energy projects are now permitted to engage in direct green power supply, with the quota for offshore wind power directly feeding marine oil and gas platforms, computing facilities, and green hydrogen, ammonia, and methanol projects raised to 40%. Ma Shujie, a second-level inspector at the Shandong Provincial Energy Administration, explained at a press conference on the 18th that this policy, detailed in the recently issued Notice on Strengthening and Regulating the Development of Direct Green Power Connections, will promote the direct supply of offshore wind from the Bozhong area to the Bohai oil and gas fields, pioneering a new model for local consumption and on-site utilization of offshore wind energy.
As a major industrial province in China, Shandong has a substantial electricity consumption base, with high-energy-consuming enterprises showing robust demand for green and low-carbon transformation. Ma noted that the province is incorporating existing loads with green power consumption needs, including key industries, computing facilities, offshore oil and gas fields, and major coastal ports, into the scope of direct green power connections, effectively revitalizing a "resource pool" of high-quality existing loads. This initiative targets the optimization and upgrading of traditional industries, the cultivation of emerging sectors, and the green transformation of foreign trade export industries.
To address challenges such as "no green power near loads" and "no loads near green power" in certain regions, Shandong has proposed a "public grid green power aggregation" model. This model offers a high proportion of green power, high safety and reliability, and high investment return stability, making it widely applicable to scenarios such as zero-carbon parks and other locations with green power demand. Currently, the State Grid Shandong Electric Power Company has launched the province's first demonstration project for this model in the Jinan Start-up Area for New and Old Kinetic Energy Conversion.
The notice also refines access standards, specifying support for key energy-consuming enterprises with an annual comprehensive energy consumption exceeding 10,000 tons of standard coal, as well as industrial parks and zero-carbon parks with favorable surrounding new energy resources, to conduct multi-user direct green power connections, achieving full coverage of key energy-consuming enterprises across the province. It has been reported that Shandong has approved seven direct green power connection projects, covering industries such as battery manufacturing, chemicals, and metal processing. As of July 2026, the province's non-fossil energy installed capacity reached 146 million kilowatts, accounting for 55.8% of the province's total power installed capacity. Among this, biomass power generation reached 5.023 million kilowatts, photovoltaic power generation 97.354 million kilowatts, and wind power 34.228 million kilowatts, ranking first, second, and fifth in China, respectively.
