Where to begin

A recent event, the 2026 "Intellectual Property Service Journey" Jiangxi session, was held in Shangrao City with the theme of advancing the intellectual property service sector's capacity and quality to inject new energy into high-quality development and high-level openness.

This national event, known for bringing IP services to the front lines of industry, focused on expanding the sector's capabilities. During the Jiangxi session, several collaborative projects were launched and new service mechanisms were introduced.

Targeting key industry transformations

To meet the needs of key industrial transformations and the high-quality development of development zones, the Jiangxi Provincial Market Regulation Bureau (Intellectual Property Office) has built a precise service system. This system is guided by patent navigation and brings services directly to industrial parks. A report titled "Analysis of High-Quality Innovation and Development Paths for the Copper Industry from a Patent Perspective" was released at the event. It systematically analyzes the copper industry, examining patent application trends, technology hotspots, and the competitive landscape. This analysis helps identify innovation weaknesses and offers strategic guidance for enterprise R&D, patent portfolios, and industry cluster transformation.

Services delivered to your doorstep

At the park level, the bureau has established a pairing mechanism between public IP service points and key development zones. These points offer customized service lists based on each zone's main industries. Services like patent application guidance, risk assessment, and technology transfer matchmaking are now available directly within the parks. This allows businesses to access standardized services without leaving their premises, reducing institutional transaction costs.

Expanding financial and international support

Beyond basic services, the bureau is expanding into specialized areas like IP financing and international rights protection. In IP financing, it has partnered with several financial institutions to meet the credit needs of key enterprises. They are promoting products like IP pledge financing, which helps unlock the value of intangible assets, addressing the financing challenges faced by tech-based SMEs. For businesses going global, the bureau is improving its international IP service system. This includes offering risk warnings, dispute resolution, and customized services for cross-border trade and overseas IP strategy, with a "one-enterprise, one-policy" approach to boost their ability to protect and manage IP rights abroad.

Strengthening collaboration and grassroots support

The bureau is also deepening its strategic cooperation with the National Intellectual Property Administration's patent review centers. This brings in high-end professional resources to enhance local service capabilities. Furthermore, special IP service teams are being sent directly to grassroots businesses for regular on-site visits and policy briefings.

Building a multi-layered platform for innovation

To clear bottlenecks in the commercialization of IP, the bureau is rapidly building a multi-level operational platform. At the provincial level, the Jiangxi Intellectual Property Operation Center is being established to serve as a central hub for service resources, supply-demand matching, and patent asset management. At the industry level, more than four industrial operation centers are being planned, focusing on key supply chains to offer specialized services for specific sectors.

The bureau is also organizing high-standard innovation and entrepreneurship competitions, such as the "Yangtze River Economic Belt High-Value Patent Transformation and Utilization Competition." These events provide a platform for showcasing results and connecting projects with capital. It is also promoting the creation of industry IP innovation consortia and patent pools, integrating upstream and downstream innovation resources for collaborative R&D and cross-licensing, which enhances the overall innovation efficiency and risk resilience of the industry.

Measurable results and future outlook

As these service mechanisms take effect, their impact on the real economy is growing. The IP service network in Jiangxi is increasingly reaching first-line areas like parks and counties. The service support mechanisms for key development zones are becoming more robust, and the convenience and accessibility of IP services for businesses are notably improving. The direction for patent strategies in key industries is clearer, and the efficiency of converting innovative results into real-world productivity is steadily rising. The role of IP in supporting industrial transformation is becoming more prominent. Specialized services like IP financing and international support are expanding, effectively stimulating the innovation vitality and global expansion confidence of SMEs. An open, efficient, and comprehensive patent commercialization ecosystem is taking shape.

A representative from the Jiangxi Provincial Market Regulation Bureau (Intellectual Property Office) stated that the bureau will deepen its IP service construction from three aspects: quality improvement, industrial integration, and system perfection. It will integrate various service resources based on the needs of key industries, promote deep synergy between IP and industrial, financial, and talent policies, and spur the deep integration of the "four chains": innovation, industry, capital, and talent. Leveraging Jiangxi's geographic advantage as a hub connecting east and west, and north and south, it will connect with high-quality IP resources from surrounding regions, deepening cross-regional service cooperation and transformation linkages. At the same time, it will continue to push public IP services down to the industrial front lines, optimize service offerings around key industrial chains and business needs, further remove bottlenecks in IP commercialization, and unblock value realization channels. This will accelerate the transformation of high-value innovative results into real-world productivity, using high-quality IP application to continuously empower Jiangxi's high-quality economic development.
