Baidu's Luo Rong: AI is Inherently a Global Arena, International Expansion is an Inevitable Path

At the Sixth "CEIBS Beijing Forum" held by CEIBS on July 9th, themed "Global Order Restructuring and Corporate Globalization Choices," 11 authoritative experts from government, business, and academia engaged in in-depth discussions. A roundtable forum specifically focused on "Technological Competition and the Orderly 'Going Global' of Chinese Enterprises," covering topics such as foreign-related legal system development, technological competition, and corporate compliance for overseas expansion. As a representative from the corporate sector, Luo Rong, Executive Vice President of Baidu Group and General Manager of its Mobile Ecosystem Group (MEG), shared insights on the new landscape for Chinese companies expanding internationally in the era of large AI models.

"AI is inherently a global arena for competition; its technological foundation is global from the start," Luo Rong stated. "Only by operating within a globalized system, engaging with the best technologies, and adapting to the most complex scenarios, can opportunities be realized."

Luo Rong outlined that Baidu has already launched new businesses such as digital humans, Coding Plan, general-purpose intelligent agents, and low-code platforms in regions including Southeast Asia, Latin America, and Hong Kong. "There are more opportunities than before, but the environment and challenges are also many times more complex." He specifically highlighted issues like cross-border data flow and repatriation, which involve navigating overlapping regulatory frameworks between China and the US—a challenge exceeding the capacity of any single company and urgently requiring policy guidance and support at the national level.

Luo Rong emphasized that the fundamental nature of AI makes global competition inevitable, and thus international expansion is a necessary strategic choice. He concurrently stressed that while the prospects for corporate global expansion are bright, each step must be taken cautiously, with the most critical factor being the continuous strengthening of internal capabilities. In his view, the fundamental way to navigate complex external environments remains technological leadership itself. Only by achieving a generational or even disruptive lead in technology can companies overcome various barriers and truly secure a competitive advantage.
