Residents of Qinghai province are now eligible for exclusive benefits when upgrading their smart home devices.

Recently, the Qinghai Provincial Department of Commerce, in conjunction with six other departments including the Provincial Development and Reform Commission and the Provincial Department of Finance, issued the "Detailed Implementation Rules for Local Independent Category Purchase Subsidies under the Qinghai 2026 Consumer Goods Trade-in Program".

The rules specify subsidies for the purchase of six categories of smart home products, which also include products designed for elderly accessibility.

The eligible products are smart door locks (including smart security doors), smart toilets (including smart toilet lids, which must be Grade 1 energy or water efficiency products), smart floor cleaning robots, handheld smart cameras, consumer-grade drones, and home oxygen concentrators (including ventilators).

For five of these categories—smart door locks, smart toilets, smart floor cleaning robots, handheld smart cameras, and consumer-grade drones—a subsidy of 15% of the product's final sales price is provided. Each individual consumer can claim the subsidy for one item per category, with a maximum subsidy per item capped at 1,500 yuan.

For home oxygen concentrators (including ventilators), the subsidy rate is 20% of the final sales price. Each individual consumer can claim the subsidy for one such item, with a maximum subsidy per item capped at 2,000 yuan.

It is important to note that the subsidy applies only to the purchase cost of the product itself. Associated expenses such as installation labor fees and auxiliary material costs are not covered.

The subsidy will be uniformly administered across the province using an "instant discount at consumption" model, distributed via electronic coupons on the "CCB Life" mobile application.

Consumers can use these coupons by presenting a QR code during payment when purchasing eligible products at participating physical stores or online e-commerce platforms, with the discount applied immediately if all conditions are met.

Subsidy funds are managed under an annual total quota system, distributed evenly on a monthly basis following a "first-come, first-served" principle. Coupons for both online and offline purchases are released daily at 10:00 AM.

The coupons are valid only on the day of issue. Offline coupons can be redeemed from 10:00 AM to 9:00 PM, while online coupons are valid from 10:00 AM until 11:59 PM. Unused coupons expire automatically.

To participate, consumers must download the "CCB Life" app, complete real-name verification, and navigate to the "Qingqing U Benefit" section on the homepage. After selecting "Qinghai Province," they can enter the subsidy activity page and click the entry to claim coupons for the corresponding product categories.

Once a coupon is successfully obtained, it can be used within its validity period to buy subsidized products from participating merchants, whose lists are available within the app.

All subsidized products must have a standardized national product code and be listed in the province's official product database. For items like handheld smart cameras and consumer drones, activation must be completed on-site with the merchant's assistance.

For in-store purchases, sales staff will guide the activation process. For online purchases, a courier designated by the platform will assist. Participating businesses are required to keep a record of the activation with photographs.

The individual who claims the coupon, makes the payment, and receives the goods must be the same person. The delivery address must also be within Qinghai province. Consumers are required to cooperate with businesses in providing necessary information for the program.
