How Does Transparent Total Financing Costs Benefit Borrowers?

Where to Begin

A "personal loan clarity sheet" is now taking effect from August 1st, designed to help borrowers. This raises questions about what changes it brings and how it benefits those taking out loans. Recently, a netizen known as "Candy" inquired about this new policy.

Understanding the Core Concept

In March, the financial regulatory authority and the People's Bank of China jointly issued a regulation on clearly disclosing total financing costs for personal loans. This rule, effective from August 1, 2026, requires lenders to provide borrowers with a comprehensive table showing all interest and fees. This table must detail every charge item by item and present the total as an annual percentage rate, making the costs of personal loans completely transparent and "sunshine-based."

Personal loans refer to loans in domestic or foreign currency issued to eligible individuals for personal consumption or business operations. This includes mortgages, personal consumption loans for shopping, travel, or home renovations, and personal business loans for self-employed individuals or small business owners. Essentially, any personal loan from a bank, consumer finance company, or small loan firm must clearly disclose the total financing cost.

How the Policy Works

The new rule requires financial institutions to convert all interest and various fees into a single annual percentage rate, which must be clearly shown to the borrower before signing the loan contract. From the borrower's perspective, the most immediate change is an additional step in the process: before signing a loan contract or agreeing to an online installment plan, the borrower must confirm and sign the personal loan total financing cost disclosure form. This ensures the borrower understands what fees are included in their loan and the total annual cost, while also fulfilling the lender's responsibility to protect the borrower's right to know.

The financial authorities mandate that institutions must also state "no hidden fees" alongside the disclosed total financing cost. Lenders cannot charge any fees beyond what is shown on the disclosure form. If a borrower discovers improper charges, they can actively protect their rights.

Why This Matters for Borrowers

First, the most direct impact is protecting the financial consumer's right to know. The personal loan total financing cost table lists all interest and fee items, including their collection methods, standards, and collectors, allowing borrowers to clearly see the full cost of their loan. This promotes clear and honest borrowing.

Second, it helps borrowers make decisions based on true costs, protecting their right to choose. Previously, many online loan products used misleading terms like "a daily rate of 0.03%" or "a monthly fee of 0.8%," which could lead borrowers to misjudge the actual interest rate. In fact, a "daily rate of 0.03%" is roughly equivalent to an annual rate of 10.8% to 11%. When all fees are converted to an annual percentage rate, borrowers can immediately see the real cost, avoiding confusion from fragmented marketing tactics. It also allows them to compare different loan products more rationally, helping to reduce financial disputes.

Third, the policy encourages third-party intermediaries to standardize their fees, curbing the problem of "low-interest teasers with hidden charges." Previously, some lenders would attract users with low rates, then add on fees like guarantee fees, service fees, or membership fees, causing the actual total cost to far exceed the advertised rate. After the new rule, this model of splitting charges and hiding fees to make profits will be unsustainable.

Additionally, this could lead to lower overall personal loan financing costs. In the past, there were complex fee-sharing structures between banks, loan platforms, and guarantee companies. The new rule requires all channel fees to be itemized and converted to an annual rate, which will push banks to review their existing partnerships, renegotiate fee structures, and eliminate high-cost collaborators. This may even force financial institutions and their partners to reduce fees and offer concessions. In the long term, this policy has a profound impact. By making costs transparent and standardized, it can effectively curb hidden fees and unreasonable markups, push financial institutions and lending platforms to improve their services, return to healthy competition, enhance the overall credit market, and rebuild trust between consumers and financial institutions.

It is important for borrowers to carefully check the total annual financing cost before signing an agreement, and to rationally assess their repayment ability to avoid reckless borrowing.
