Beijing E-Town Rolls Out "Ten Token Measures" to Boost Full-Chain Token Industry Growth

Beijing E-Town has officially released the "Several Measures of Beijing Economic-Technological Development Area on Supporting High-Quality Development of Token-Driven Intelligent Economy (Trial)", commonly referred to as the "Ten Token Measures". As the city's first systematic support policy focused on the entire token industry chain, the measures aim to seize industrial transformation opportunities and establish a complete industrial loop where "factories supply tokens, platforms distribute tokens, and communities consume tokens", positioning the zone as a new engine for regional economic high-quality growth.

Currently, the Beijing No.1 Token Factory and the Jingsuan Token Factory have both been officially launched in Beijing E-Town. The zone is committed to treating tokens as a new type of production factor, continuing to advance token factory construction and systematically building a city-level intelligent infrastructure foundation.

The Ten Token Measures propose providing financial support of up to 20 million yuan for enterprises engaged in related model businesses, calculated at 30% of computing power rental costs. Additionally, 100 million yuan in data vouchers will be issued annually, with purchasing entities receiving up to 1 million yuan in support, calculated at 10% of annual data transaction amounts.

Building a new-type intelligent economy service platform is a critical step in elevating tokens from "production resources" to "economic factors". The measures specify support for constructing a "super entry point" for token invocation with cross-model, cross-modal, and cross-computing-platform access capabilities, offering standardized API interfaces, aggregated full-model services, and unified token settlement. They also encourage the development of intelligent infrastructure with end-to-end task delivery capabilities, and pioneer a regulatory sandbox pilot for intelligent agent payments. This includes establishing a flexible and prudent supervision model that allows platform enterprises with autonomous payment capabilities to validate standard feasibility within a controlled environment, ensuring new rules advance steadily under manageable risk.

The Ten Token Measures provide up to 50 million yuan in funding support for operating entities offering multi-capability aggregation services, and up to 10 million yuan annually for platforms delivering specialized industrial services or common technology services.

By 2030, Beijing E-Town aims to comprehensively promote the construction of systematic, standardized, and market-oriented token distribution and consumption infrastructure, cultivating more than 50 intelligent agent R&D collaboration platforms. At the same time, the zone will leverage its advantageous industries as core carriers, encouraging widespread industrial application and accelerating the transformation of tokens from technical resources to consumption value.

Beijing E-Town will actively promote the opening of real business scenarios by government agencies and enterprises, driving large-scale, high-frequency application and consumption of industry-level tokens. A modular and combinable system of special policy vouchers will be established to provide OPC (One-Person Company) entrepreneurs with full-factor, full-cycle, and full-chain service support.

The measures specify providing up to 5 million yuan in financial support for enterprises conducting real-scenario applications, calculated at 50% of token consumption costs. For OPCs at different development stages, individual companies can receive cumulative subsidies of up to 1 million yuan, effectively reducing trial-and-error costs from R&D to market.

Currently, Beijing E-Town has taken the lead in establishing the city's first OPC community and launched the nation's first "pay-as-you-go" model voucher instant redemption platform for multi-model invocation. By 2030, the zone will foster a thriving multi-level, multi-domain application ecosystem, cultivate and expand a new-type OPC individual economy cluster, and strive to attract more than 5,000 OPC entities to gather and develop within the area.
