Yangzhou Unveils Three-Year Action Plan to Boost Cross-Border E-Commerce Quality and Growth

The Yangzhou Commerce Bureau, along with the Transport Bureau, Tax Bureau, People's Bank branch and Customs in Jiangsu Province, has jointly issued the "Yangzhou Cross-Border E-Commerce Quality Improvement Development Action Plan (2026-2028)," setting out a series of measures to accelerate the development of an international logistics system for cross-border e-commerce.

The plan sets clear targets for 2028: the city will have built 15 cross-border e-commerce industrial parks and incubation bases of various types, 10 distinctive cross-border e-commerce industry belts, and will focus on cultivating 10 key public overseas warehouses. It also aims to nurture and attract a cluster of professional service providers, expand the scale of cross-border e-commerce enterprises, and achieve an average annual growth rate of more than 25% in the city's cross-border e-commerce import and export volume.

The plan calls for the completion and operation of the 9610 supervision site at Yangtai Airport and accelerated construction of the airport cross-border logistics park. It also requires improving the 1210 bonded warehouse functions of the comprehensive bonded zone and refining the cross-border e-commerce warehousing and logistics system. The goal is to achieve shared online public service platforms and shared warehousing functions between the comprehensive bonded zone and the airport for cross-border e-commerce.

Support will be given to accelerating the opening of international cargo routes, bringing in professional logistics and freight forwarding companies, and increasing the number of "belly-hold cargo" flights. Cross-border e-commerce enterprises will be encouraged to cooperate with postal channels, fully leveraging the role of public overseas warehouses such as postal overseas warehouses, and enhancing operational and service levels through digital and intelligent upgrades. Support will also be provided for building domestic consolidation warehouses and export front warehouses for cross-border e-commerce to improve shipping efficiency.
