The plan emphasizes fostering the integrated growth of travel services and inbound consumption, accelerating the development of educational services trade, and strengthening the cruise tourism industry chain.
It also calls for advancing the green transformation of shipping services and building an international green shipping corridor. Furthermore, the plan supports international freight forwarders in expanding end-to-end supply chain management services.
To drive global integration, Shanghai will promote the synergy between services trade and outbound investment, facilitating the cross-border flow of professional services across the industrial chain. Enterprises are encouraged to establish industrial ecosystems in areas such as international information technology outsourcing, technology-based business process outsourcing, and knowledge process outsourcing, with the goal of actively participating in global industrial division and cooperation.
