According to the official website of the China Development Bank (CDB), on the afternoon of July 29, 2026, entrusted by the leadership of the Central Organization Department, a relevant cadre department official announced at a CDB cadre meeting the Central Committee's decision: Comrade Huang Zhiqiang has been appointed as the Deputy Secretary of the CDB Party Committee.

Not long ago, Tan Jiong, the former Deputy Secretary of the CDB Party Committee, Vice Chairman, and President, had been transferred to serve as the Party Committee Secretary of the People's Insurance Company (Group) of China Limited.

Public records show that Huang Zhiqiang was born in June 1970 in Changshu, Jiangsu Province. He began working in July 1993 and holds a postgraduate degree, a Master of Business Administration, and is a Certified Public Accountant and a Chartered Financial Analyst.

Huang Zhiqiang is an alternate member of the 20th Central Committee of the Communist Party of China. Prior to this appointment, he served as a member of the Standing Committee of the Inner Mongolia Autonomous Region Party Committee, Vice Chairman of the Autonomous Region People's Government and Deputy Secretary of the Party Leadership Group, Director of the Autonomous Region Party Committee's Office for Military-Civilian Integration Development, and Director of the Autonomous Region Party Committee's Financial Affairs Committee Office and Secretary of the Financial Work Committee.

Huang Zhiqiang studied in the National Economy Management program at the Department of Economics, Tsinghua University, from September 1988 to July 1993. He later pursued a part-time postgraduate program in Business Administration at Tsinghua University from September 1997 to July 2000, earning a Master of Business Administration degree.

Huang Zhiqiang has worked in the Bank of China system for over 20 years. He joined the Bank of China in 1993, holding positions including clerk in the Institutional Reform Office of the Bank's General Office, Deputy General Manager of the Corporate Banking Department, Deputy General Manager of the Risk Management Department (Policy and Systems), Vice President and Party Committee Member of the Bank of China's Zhejiang Branch, General Manager of the Strategic Development Department, General Manager of the Risk Management Department, and President and Party Committee Secretary of the Bank of China's Liaoning Branch.

In April 2015, Huang Zhiqiang was appointed as Vice President and Party Committee Member of the China Export & Credit Insurance Corporation (SINOSURE), a role he held until July 2019. Subsequently, he served as Vice President and Party Committee Member of CITIC Group.

In December 2019, Huang Zhiqiang was transferred to Inner Mongolia to serve as Vice Chairman of the Autonomous Region and a member of the Government Party Leadership Group. He continued working in Inner Mongolia until his recent appointment, holding the positions of member of the Standing Committee of the Autonomous Region Party Committee, Vice Chairman of the Autonomous Region People's Government and Deputy Secretary of the Party Leadership Group, Director of the Autonomous Region Party Committee's Office for Military-Civilian Integration Development, and Director of the Autonomous Region Party Committee's Financial Affairs Committee Office and Secretary of the Financial Work Committee.

The CDB official website lists the leadership team as follows: Zhao Huan as Party Committee Secretary and Chairman; He Xinhong as Deputy Party Committee Secretary and Executive Director; Lei Guanghua as Party Committee Member and Leader of the Central Commission for Discipline Inspection and the National Supervisory Commission's Dispatched Supervision Group at the CDB; and five Deputy Presidents serving as Party Committee Members: Wang Weidong, Xie Taifeng, Wang Kebing, Chen Mengmeng, and Wang Peng.
